About the Origin of the Song and the movie short "A Song Is Born"

Robert Kimball and Steve Nelson, Eds., The Complete Lyrics of Frank Loesser. New York: Alfred A. Knoph, 2003.

Although "Heart and Soul" was copyrighted some four months before the short "A Song Is Born" was released by Paramount in December, 1938, and was introduced by Bea Wain and the Larry Clinton Orchestra three months ahead of the film, it was originally intended for the film.

Robert Kimball and Steve Nelson quote Carmichael as saying,

For a while, before Paramount gave it to Clinton, the best use the song got was by the vocal coach [at Paramount], a man named Siegal who used it to test the vocal cords of aspiring contract players. Anthony Quinn was on the lot then, and Frank and I heard him sing it so many times before it was even published that by the time it was a hit, we were sick of it (Kimball and Nelson, p. 39).

Other songs written for the short "A Song Is Born" include "Love Doesn't Grow on Trees" by Burton Lane and Arthur Freed, and "I Fell Up to Heaven" by Ralph Rainger and Leo Robin. (note: "A Song Is Born," the short, is not to be confused with the full length feature of the same title from 1948).
